Chennai Metro Rail – Beware of Land Acquisition
| You have read the recent news of Chennai metro rail getting some renewed focus from law makers. While it is of strategic importance to chennai people, the fact which is worrying me the land acquisition for the project. You must be aware that there are 2 corridors being planned. What worries me the most is the elevated corridor. |
Currently the corridors planned are Washermanpet to Airport and Fort to St.Thomas mount. The fort to St.thomas mount corridor starts at Fort and traverses thro Shenoy Nagar, Anna Nagar, Koyembedu, vadapalani , KK Nagar to reach st thomas mount. The worrying part for me is this stretch is mostly Elevated corridor.


While i have no idea how and where would be the land acquisition for this stretch.As of now, i believe there would be more land acquired for this streatch then the Washermanper -Airport corridor which has a mix of Underground and elevated rail track. So keep you eyes wide open and i would advise caution while investing on any property which might be likely acquired for this project.
I feel property along the main road in arcot road can be affected as i read in this below PDF that the rail tracks travel right on the road median.

Please correct me if I am wrong. From the pdf, I gather that the line will cross Kaliamman Koil st, pass over Koymabedu Mofussil Bus Shed and align itself along the median of Jawaharlal Nehru Road(is this the 100 ft road ?) upto Ashok Nagar. The km markings 13.016(crosses Kalimamman koil st) and 13.876(when it joins JN road) leads me to believe it will run along the 100 ft road from Koymabedu to Ashok Nagar.
Please let me know why you think properties along Arcot Road might be affected.

Sub: Metro Rail project with funding assistance from Japan Bank for International Co-operation (JBIC) – Seek your help to protect our Residential houses at Thiruvalluvar Nagar, Alandur, Chennai – 600016, South India as per your JBIC’s Environmental & Social considerations.
We the residents of Thiruvalluvar Nagar, Alandur, Chennai – 600016, South India – the Project Affected Families (PAF) approach you without any other alternative except to seek your intervention to protect our residential houses and avoid displacement.
Delhi Metro Rail Corporation (DMRC) a unit of Delhi Government (India) formed a Joint Venture with State Government of Tamil Nadu for commencing a Metro Rail project with funding arrangement from Japan Bank for International Co-operation (JBIC). Kindly refer JBIC projects currently under screening process – Ref No.2008-0088 dated May20,2008 – Category “ A ” – Chennai Metro Project.
We understand that a plan is under preparation to develop a metro rail station at St.Thomas Mount (Chennai – 600016) – near to our residential houses. To have reversal of the metro train engine/shunting purposes, DMRC developed a plan by considering additional 500 metres towards west end of the station where all our houses are there. There is a wide distance from the existing railway line to the public road, DMRC can utilise the Railway land or its own state government land instead of our displacements.
In a PUBLIC MEETING held by the Tamilnadu Government, when a specific question was raised by one among the PAF, whether houses at our area i.e. Thiruvalluvar Nagar will be affected by the proposed St.Thomas Mount metro station, the officials clarified that the houses at Thiruvalluvar Nagar will not be affected. The same was telecasted in various TV news channels too.
While we do not oppose this project, we object disturbance of our houses. For a proper appreciation and understanding of nature of objections and the scope
thereof, we hereby recapitulate, in brief, the facts leading to the filing of these objections:-
1. The PAFs are located in Thiruvalluvar Nagar, Alandur, Chennai – 600016 (Bound on the South by Railway track, North by M.K.N. Road, East by SRMCTC Trust land and West by Thillaiganga Nagar Subway).
2. The mentioned PAFs are living in these legally approved 27 residential plots by Government of Tamilnadu for the last 45 years with their families for 3 generations.
3. Total number of families is around 60 with total number of people close to 500.
4. Number of people mentioned above includes close to 75+ Senior Citizens who served the country either in State/Central Government departments and have put in their entire life savings and obtained loans to construct house on their plots.
5. The above plots were developed after obtaining all necessary government building plan approvals and PAFs spent lot of their hard earned money to represent their basic amenities required to local body.
6. The latest amenity to be added after a long waiting was the underground sewage pipeline which was laid with Public Private Partnership.
7. The roads were concreted recently rebuilt with tax payers money.
8. The PAFs are a close set of people belonging to different communities (including minorities) living in a harmonious situation.
9. The PAFs have developed the land which was earlier an agricultural land converted to approved residential layout.
10. The Tamilnadu Government earmarked the land for residential purposes and the land was affirmed by settlement deed.
11. The PAFs are law abiding citizens with no criminal record and stand as a model community appreciated by Alandur municipality and local police station officials.
12. Due to mental trauma to PAF, few may tend to commit suicide if they lose their houses.
We believe that below mentioned alternatives thought by us will at least lead DMRC & CMRL to look into an alternative plan which will avoid land acquisition
and displacement of people in Thiruvalluvar Nagar, Alandur, Chennai – 600016 and these alternatives were submitted to them.
Alternative 1: Build the proposed line for parking/shunt in between proposed Alandur metro Station and St.Thomas Mount Station
Alternative 2: Build the proposed line for parking/shunt in the vacant land between Proposed St.Thomas Mount metro station and Thiruvalluvar Nagar and by optimal usage of Government land (police quarters is currently being constructed) adjacent to open vacant compounded land
Alternative 3: Build the proposed line for parking/shunt in areas adjacent to proposed Alandur station or involving the public road and railway land.
Alternative 4: A huge open space used presently as military golf ground available close to proposed Alandur metro station could be used to build the proposed line for parking/shunt
While we are not experts in this field, we are confident that you will advise the DMRC to utilise the excess land available and also to carry out field visit to develop plan as per the land availability instead of disturbing the houses.
Seeking your intervention and instruction to the concerned officials for rendering maximum cooperation and help.

THE ECONOMIC TIMES NEW DELHI 21.12.2008 : Chennai metro rail project may yet to get the final nod from the Union cabinet, but a Japanese soft loan of Rs 1,130 crore, which was sanctioned a month ago, is ready for disbursal. If the delay in approval persists, the loan amount which needs to be effectuated in four months, will lapse, sources close to the development told SundayET.
The loan agreement of 21.7 bn yen (approx Rs 1,130 cr) for Chennai metro was signed on November 21, 2008, as a part of Japanese government’s official development assistance (ODA) this fiscal.
“It has been a month now that the loan agreement was signed, but there is no sign of getting approval for Chennai metro immediately. The government has made provisions to ensure liquidity in infrastructure sector, but here is a classic case where over Rs 1,000 crore is ready to be spent, but the government has failed to approve the project itself so far,” a source close to the development said.
Two major metro rail systems in India, Rs 14,600-cr Chennai metro and Rs 2991-cr Kochi metro, got delayed considerably as the Planning Commission wanted private parties to anchor those projects.
Chennai metro proposal had finally received the nod from the Planning Commission only after the ruling party of the state of Tamil Nadu, DMK, began intense political lobbying. “I don’t think, the loan will lapse because of the delay in approval. Any which way, the loan is valid for mid-March. The project investment board of the finance ministry has already approved it. It may take another few weeks to get the nod from the Cabinet,” a source in urban development ministry said.
The tussle between Planning Commission and urban development ministry was also responsible for the delay in approval for these mega infrastructure projects. While Planning Commission has been advocating the public private participation (PPP) as the preferred route to build metros, urban development ministry lobbied hard for a standardised metro system around the country, for which the Central government will be a partner.
I request Chennai metro rail corporation to consider the stretch from koyembedu to ashok nagar be underground instead of elevated stretch as has been planned. This is the busiest stretch in the city where apart from regular commuters, moffusil buses also ply.
During constrution, it will be hellish to travel in this stretch and also there has always been a proposal to construct a elevated flyover from koyembedu to ashok nagar for mofussil buses alone.

we live in little mount,anna salai(mount road). which part are u going to acquire? what is market value? what are the provisions for gate way for owner? what are the provisions to curtail the project staff and public to avoid them from throwing rubish or causing any nuisance to the owners and their premises?
i think they metro train people and japan people who do not no the value of the land. so they gambling the people land, buildings etc.. .I think they should watch the movie 2012. because the land owners eyes are unhappy. this people grab the land will not be happy for ever.

I really appreciate the need for metro rail in our city and thank the govt for the initiative, but there are few concerns.
The rail line is still airport, good that the airport is going to be well connected to the city, but please consider this, how many people coming to the airport are coming in Trains, everyone comes with their families for arrival and departures, and hence we need good road and parking facility at the airport rather than a metro rail, moreover we do already have a train station there ( Trisulam) if that one is renovated and connected to the airport directly then it would be usefull.
Guindy is the prime point of contact, if the existing local railway line and the metro rail are connected then people will bound to make use of it, more.
The crowd that is prevailing in the city is oming from outside the city and not from within, people are moving out of the city, hence if the metro railway line could be extended to poonamalle from guindy, then the new it hub like DLF, CTC, St thomas mount( actual location), porur, could be connected.
The metro rail line coming from CMBT can be divertd thought the industrial estate in Guindy to Guindy Railway station rather than St thomas mount, this way Guindy could be the hub for all three railway line and people could easily move over to the next corridor.
I know , I am a drop in a great chennai ocean, but wanted to express my thoughts on the metro rail. I am not sure whether this would be considered or even read. but as a citizen of chennai, and being proud in that, would like to send this.
They say that the metro rail station is going to come under thiru-vi-ka park in shenoy nagar under ground and from there it goes to rountana and from there it is going to be elevated (i don’t know where they will find place to run it above ground). one station will come in the anna nagar post office campus. only this much news i have. if anyone knows any details please let others know

Regarding the station in Govt estate on anna salai and the next station being Chintadripet which is hardly 300 mts away ,the logic defies the argument after all looking into the Security aspects for the Newly constructed assembly and secondly having a station in such proximity …. i don’t think this has been done in Delhi under the parliament …. pls kindly clarify …. This has reference to the article in Times of India where in you are likely to have a underground station in the New secretariat but not in Chintadripet…I write to you as i am shocked that the Metro Rail does not See the Practicality and Best feasibility to have a Lovely Station at Chintadripet without Hindrance to any Businesses and HAVING EXISTING connectivity by rail, bus and road without causing any Traffic jams but Insisting on having in the So Called Govt estate where in there is no accessibility to train nor to bus service. The Metro rail in their website write: The best Accessibility to the passenger whether connectivity by rail or bus but the secretariat does not have ANY OF THESE FACILITIES… The Metro Rail Need to get Back to their Original Plan and replace the Underground Station at the So Called NEW Secretariat to Chintadripet as it will definitely serve a BETTER ACCESS TO THE PUBLIC….
I am looking forward to the metro in Chennai however would request you to have the underground station at chintadripet than the govt estate as for all the advantages I.e.. ample space for parking, access to the mrts station ,public convenience to reach from egmore as well as from Anna salai not to forget commuters from north Chennai for connectivity, will not choke Anna salai especially from this junction . The govt estate does not provide none of the above… I am sorry to point out but the previous govt decision is not practical and Metro should not Adhere to this wrong decision after all it is to serve the Public…
Hi… Just checked with the Metro Rail map, they have not removed the TN Legislative Assembly station as the New Government has removed the status from the Building… Like Chandra has said shift it back to Chintadripet….. No Building has been given such importance especially from the Metro Rail in other cities ( even New Delhi- Parliament etc) , even thought the Previous Govt is wrong ( Election results have shown the public opinion) we need to get together and fight it out to get the station at chintadripet which will SERVE THE PUBLIC ….
